Commenting on today's cross party report on the Draft Care and Support Bill, Tim Pethick, Managing Director of Saga Magazine calls for clarity on when the £72k threshold for the cap on care costs is reached and what is meant by the term 'substantive care costs'.

"The cross party group's review will be welcomed by both those requiring care and those working in the care industry. It calls for clarity in a situation where there is a great deal more thought required about how the principles of the draft bill will be brought to life.
"To date the Local Authority only have to count 'substantive care needs purchases for the calculation of when the £72k 'care cap' is reached, but to date there are no guidelines on what 'substantive' includes - or more importantly excludes! The second, and no less important issue is that the draft bill, as it stands, assumes that care is purchased at Local Authority rates - this is unrealistic and doesn't clarify how the additional costs that many may be paying will be treated.
"The draft bill is all good in theory, well intentioned and appropriate but, as it stand it raises more questions than it addresses. Of course we all believe that it's critical to make urgent changes to the system of social care in the UK, however speed of implementation should not outweigh the need to ensure that those needing care clearly understand at the outset what their contribution to the care costs could reach".
