We own a flat in a converted Victorian house. The flat above us changed hands recently and the new owners have replaced the carpet with laminate. As a result we hear every footstep.
What soundproofing material would you suggest?
Converted flats often have little or no soundproofing, which is why the leases usually include a clause requiring the floors to be carpeted.
Check your own lease; if it contains a covenant to carpet other leases will, almost certainly, be the same and you can require the freeholder or managing agent to take action.
Physical soundproofing within your flat would be expensive and disruptive.
